Supporting families with children from birth to age three
Early Intervention is support for babies and toddlers, from birth to age 3, who are developing more slowly than expected or have a diagnosed condition. These services help children learn and grow through simple activities woven into daily routines, and they give families the tools to help their child thrive at home and in the community.
Special Instruction helps your child learn through play, connection, and everyday routines. It also supports you, the caregiver, by showing you how to encourage your child’s development in ways that are natural and practical. This service focuses on skills like thinking, communication, emotional growth, and independence.
Children from birth to age 3 may qualify for Early Intervention services if they have:
- A developmental delay, or
- A diagnosed condition that is likely to cause delays
If you’re unsure, we’re happy to guide you through the process.
There are three easy ways:
- Self-Referral: Call your local Children’s Developmental Services Agency (CDSA) and request an evaluation.
- Pediatrician Referral: Ask your child’s doctor to send a referral to the CDSA.
- Childcare Provider Referral: Talk to your provider—they can help refer your child as well.

Special Instruction gives your child a strong start and supports you in feeling confident and informed.
It can help with:
- Communication and language
- Thinking and problem-solving
- Social skills and emotional growth
- Motor skills (like crawling or holding a spoon)
- Every day routines like feeding, playing, and bedtime
It also gives you the knowledge and confidence to support your child’s development every day.
We provide services in:
- Your home
- Your child’s childcare center
- Community settings (like libraries or parks)
- Or virtually, depending on your family’s needs
Wherever you are, we’re ready to meet you there.
If your child qualifies for Early Intervention through the NC Infant-Toddler Program, services are either:
- Covered by Medicaid, or
- Offered on a sliding scale based on your income
No family is ever turned away because of cost. For children over age 3, we also offer private-pay options.

Support from Hospital to Home
EdPath Specialized Learning Services
Yes. We can start supporting your family before your baby even leaves the hospital. Our team collaborates with NICU staff to help you prepare for the transition home with gentle guidance, education, and emotional support.
Our team works closely with you and the NICU team to:
- Respond to your baby’s unique cues and needs
- Support feeding, bonding, and soothing routines
- Teach positioning and care strategies
- Start planning for home-based services once your baby is discharged
- Ask your NICU social worker or case manager to refer you to the CDSA
- Call your local CDSA directly to request an evaluation
- Contact EdPath and we’ll help guide you step by step
We’ll continue working with you in the comfort of your home by providing:
- Ongoing developmental support
- Parent coaching and guidance
- Help with adjusting routines and caregiving
- Coordination with pediatricians and other specialists
Yes. If your baby is eligible, Early Intervention services are covered by:
- Medicaid, or
- A sliding fee scale
Again, no family is turned away due to inability to pay.
Our EdPath Plus Program offers:
- A dedicated Parent Liaison
- Resources and regular check-ins
- Help managing appointments and therapies
- Ongoing support as your baby grows
