Supporting families with children from birth to age three
Early Intervention helps babies and toddlers (birth to age 3) who have developmental delays or disabilities. Services support families in helping their children learn and grow through everyday routines.
Special Instruction focuses on helping your child learn through play, routines, and daily activities. It also helps you, the caregiver, understand how to support your child’s learning at home and in the community.
Children from birth to age 3 who are experiencing developmental delays or have a diagnosed condition may qualify through the NC Infant-Toddler Program.
There are three easy ways to begin:
Self-Referral: Call the local Children’s Developmental Services Agency (CDSA) and request an evaluation.
Pediatrician Referral: Ask your child’s doctor to send a referral to the CDSA.
Childcare Provider Referral: Talk to your childcare provider about concerns and they can assist with a referral.

If your child qualifies through the NC Infant-Toddler Program, services are paid for by Medicaid or on a sliding scale—no family is turned away due to inability to pay.
For children over age 3, private pay options are available.

Yes! Families with babies in the NICU can receive early intervention support and parent coaching before discharge. We’ll help you prepare for the transition home.
Special Instructors:

Guide you in bonding, feeding, positioning, and soothing techniques
Begin planning for services your baby may need at home
